As Penguin gets elected as the new mayor of the city, he has to deal with the newcomers in Gotham and decide how to make the best use of his newfound power.

A report from Geek says that Penguin will do some charity work on the day of his inauguration. However, a group of hooded individuals will suddenly come to the city to create a huge commotion. Edward Nygma will enter the show as the group starts conducting an investigation on the mess. As he takes control of the inquiry, he tells Captain Barnes to comply with all his orders and requests so as to ensure that nobody gets fired from the GCPD.

Another report from Comic Book suggests that the Mad Hatter will come to Gotham City in episode 6, titled "Follow the White Rabbit." Based on the report, he will sneak into the city as he tries to look for new victims. Also, a familiar person will reportedly come into Edward's life, affecting his relationship with Cobblepot.

Before "Gotham" season 3 premiered, it was revealed that the Mad Hatter's reason for coming to the city is to find his sister Alice. As he seeks for revenge, he hypnotizes and does bad things to people he meets along the way.

As for the tandem of Nygma and Penguin, fans should expect that the two villains will continue to create more chaos in the city. They are just two of the many villains who are determined to wreak havoc in Gotham this season. It can be recalled that in the previous episode, Bruce Wayne and Lucius were both left trapped in a puzzle created by Nygma.
